New energy industry: China will implement the "on-grid tariff" policy

The “on-grid price” policy complies with the logic of industry development. As the largest photovoltaic market, the successful development of the German photovoltaic industry's rapid development shows that the “on-grid price” subsidy policy is the most effective policy. Relatively speaking, China's photovoltaic market is still in its infancy. There are two kinds of PV industry subsidy policies that have previously been tested: one is the "Golden Sun demonstration project"; the other is the photovoltaic concession bidding project. The adoption of on-grid tariffs today will open up space for the development of China's photovoltaic industry.

The 1 yuan generation cost era is coming. In the first half of the year, due to uncertainties in the photovoltaic policies of European countries, the prices of products dropped sharply. The drop in silicon and solar cell products in the middle reaches was even as high as 30%. At the same time, the substantial reduction in the cost of components has also led to a substantial reduction in the cost of photovoltaic installations, and the increase in demand for the photovoltaic market is a good news. According to the “On-grid tariff” policy, the on-grid electricity price of the project installed in the second half of the year will be implemented at 1 yuan/kWh. This shows that the era of "1 yuan cost of electricity generation" originally scheduled for 2012 will come earlier.

The policy rules are yet to be introduced. It is conservatively estimated that the installed capacity of photovoltaic subsidies this year will reach 3GW. This year's electricity consumption is expected to be 4.02 trillion kWh. Assume that the additional charge standard for renewable energy prices is unchanged (at 4 PCT/kWh), with a total amount of approximately RMB 16.071 billion. The wind power subsidy is 10.603 billion yuan, the biomass energy subsidy is about 2.7 billion yuan, and the remaining subsidies for PV are still 2.755 billion yuan. If it is 1 yuan per grid-connected electricity price, and 1,500 hours of lighting conditions per year, subsidized photovoltaic installations are available. Up to 3GW. For every 1% increase in renewable energy tariffs, an increase of 4.5 GW in installed capacity may be added.
