Russia urges nano industry to become one of the leading industries

Russian President Dmitry Medvedev said at the 2nd International Nanotechnology Forum held in Moscow on the 6th that Russia will take various measures to vigorously develop nanotechnology and make the nano industry become one of the leading industries of the Russian economy.
He also warned that Russia has not learned from the financial crisis until now, and still maintains a raw material export-oriented economic growth model, which is fatal to Russia's development. To get rid of the crisis and change the economic growth model, we must rely on the implementation of knowledge and technological innovation and related international cooperation projects. He hopes that nanotechnology and nanotechnology will become one of the leading industries in the Russian economy.
Medvedev said that Russia is rich in funds, and the financial crisis will not affect the government's investment budget for the nano industry. Before 2015, the Russian government plans to invest 318 billion rubles (1 US dollar or 30 rubles) to support the nano industry. In the field of nanotechnology in the world is the largest national investment project, when the annual output value of the Russian nano industry will reach 900 billion rubles, of which a quarter will come from exports.
Medvedev said that Russia will implement a series of policies to support the nano-industry, including the establishment of national procurement projects for high-tech innovative products, opening up a "green channel" for the export of high-tech products, improving intellectual property protection legislation, and reforming the training mechanism for high-tech talents.
Russia has previously approved the nano-industry development plan before 2015 and established the Russian nanotechnology group. The plan is implemented in two phases: the first phase is from 2008 to 2011, the existing nanotechnology production process will be improved, and an efficient R&D and industrialization mechanism will be established; the second phase will be from 2012 to 2015, which will be expanded. The production scale of nano-products and the entry into the international market create conditions.
A key to developing nano industries is talent cultivation. According to the Russian government's assumption, before 2015, the Russian nano industry will employ 150,000 people, including 100,000 high-tech talents.
At present, the international nanotechnology and related industries are developing at a high speed. The current total output value of the international nano market is about 250 billion US dollars, and it is expected to reach 2 trillion to 3 trillion US dollars by 2015. The president of the Russian nanotechnology group Chubais believes that the Russian nano industry can achieve the annual output value of 900 billion rubles by 2015; after 2015, the Russian nano industry will achieve self-financing, no need for government financial allocation.
Chubais said that in the past year and a half, 36 new nano-enterprises in Russia have implemented a total investment of 93 billion rubles. Before 2015, the total investment in Russia's high-tech sector will reach 700 billion rubles, and the export of high-tech products will double.
