Beijing distribution network planning work has begun to show results

The so-called “gridized” distribution network planning refers to the classification of lands with different land properties and development depth based on the regional demand for detailed planning based on the demand for land-use electricity, combined with a typical load forecasting model, and systematization. Load forecasting, and in accordance with the differentiated planning standards, the development of a 10kV grid structure was carried out in sub-regions, and distribution network automation, communications, and protection configuration were coordinated. Compared with the traditional distribution network planning method, the “grid” distribution network planning load forecasting is more accurate, the planning content is more integrated, and it is more in line with the urban development.

The Beijing company identified 2013 as the “year of distribution network planning”, and established a grid of differentiated targets through the “gridization” distribution network planning and construction to create a gridded spatial layout. In accordance with the characteristics of the capital, the Beijing company issued the "Reticulation" distribution network planning guidelines (outline) and the "grid" distribution network planning work manual, which divided Beijing's 16400 square kilometers into 128 large areas. In 584 communities, approximately 43,000 grids were initially divided, and the “gridized” distribution network planning with the main characteristics of “mesh space layout, systematic load forecasting, and differential planning standards” was promoted.

Beijing company has practiced a “gridized” distribution network plan in Fengtai area, dividing the area of ​​305.87 square kilometers in Fengtai area into three categories: built-up area, semi-built area, and newly-built area, totaling 2726 grids, combined with customers' electricity demand and development Progress, respectively, clear grid, communication, automation, protection and configuration and information technology principles and construction goals, differentiated proposed solutions to further improve the distribution automation level. It is estimated that by 2020, the pass rate of N-1 in Fengtai district will reach 100%. As the Liza financial business district of high-reliability distribution network pilot project, the reliability will be 99.9999%, and the distribution network reliability will be further enhanced.

“This kind of planning method facilitates comprehensive forecasting of regional load levels, accurately grasps regional load development trends, and focuses on planning a 10kV primary grid to co-ordinate distribution automation and information protection content, and extends it to the 110kV grid and pipeline planning. The planning ideas are clearer, the planning content is more comprehensive, and the project reserves are more specific, making it easier for the company to plan the distribution network investment and construction priorities, said Ji Bin, deputy director of the Beijing company's development planning department.

The “gridization” plan emphasizes the close connection with the government from beginning to end, making the special planning of the power grid more integrated with the regional development plan and more in line with the development of the city. On August 7, the company and the government of Mentougou District signed the Cooperation Agreement on Implementing a Unified Planning and Construction Model for Distribution Networks and the Cooperation Agreement on Promoting the Construction of Electric Power Facilities. On August 19, the company and the Fengtai District Government signed the "Lize Financial Business District High Reliability Smart Grid Planning and Construction Cooperation Agreement." The company worked with the local government to compile a “gridized” distribution network plan and incorporated the results into regional and controlled detailed planning. Based on this, the quality of regional distribution network construction and reliability of power supply will be further improved.

The planning and construction of the “gridization” distribution network achieved initial results, and the depth and effectiveness of planning were strengthened. The Beijing company will complete the final preparation of the distribution network planning report before August 30th. In the fourth quarter, the companies of the respective territories conducted full-scale docking with the governments at all levels and strived to complete the release of planning results by the end of the year, and gradually incorporated the “gridized” distribution network planning results into regional regulatory regulations.
